organizational structure of the Department of Personnel & Organization)
III. Functions

Department of Personnel & Organization is an unit of General Directorate of Vocational Training, its function is to assist Director General in performing management and implementation of activities relating to organization, personnel, protection of domestic politics and fostering the ability of staff working under General Directorate of Vocational Training in accordance with law.

IV. Duties, scope of power

Department of Personnel & Organization performs following duties, scope of power:
1. Develop, submit to the body of authority for approval personnel strategy, scheme on strengthening the functions, duties and organizational structure; long-term, 5 years, annual planning, plan of organization activities, personnel; education, fostering the ability of staff working in General Directorate of Vocational Training.
2. Develop, submit to the body of authority for issuance of legal documents of organization activities, personnel, including:
a) Regulation on functions, duties, scope of power and organizational structure of General Directorate of Vocational Training;
b) Regulation on functions, duties, scope of power, organization of vocational management agencies that are part of the Ministry, sector, locality;
c) Regulation on division, allocation of state management authority of vocational training from central to local level;
d) Regulation on conditions for establishment, permission for establishment, split, separation, merger, dissolution of vocational college, vocational secondary school and vocational centre; establishment of foreign representative office in Vietnam;
đ) Regulation on ranking of vocational colleges, vocational secondary schools, public vocational centres;
e) Regulation on appointment, re-appointment, recognition, re-recognition of the principal of vocational college, vocational secondary school and director of vocational centre;
g) Regulation on the standard of leader of vocational training institutions;
h) Regulation on staffing level for public vocational training institutions.
3. Direct, guide, inspect, monitor, assess and organize the implementation of legal documents, strategies, planning, plans, schemes of organization activities, personnel, fostering the ability of the staff working under General Directorate of Vocational Training after approval.
4. On organization activities, staffing
Study, submit to Director General and organize implementation of:
a) Guiding, inspecting the establishment, permission for establishment, split, separation, merger, dissolution of vocational training institutions; foreign representative offices in Vietnam; ranking of public vocational training institutions; staffing level of public vocational training institutions at district level. Providing direct assistance to Director General in implementing appraisal, submission for approval scheme of establishment, permission for establishment, split, separation, merger, dissolution, re-organization of units under General Directorate of Vocational Training and vocational colleges across the country.
b) Regulation on functions, duties, scope of power, organizational structure of the units under General Directorate of Vocational Training
c) Developing plan and allocating staffing quota for the units under General Directorate of Vocational Training; appraising, submitting to the body of authority staffing plan of the units under General Directorate of Vocational Training.
5. On activities relating to personnel:
Study, submit to Director General and organize the implementation of:
a) Developing the structure of staff and professional standard of staff working in the units under General Directorate of Vocational Training;
b) Developing the standard of leaders of the units under General Directorate of Vocational Training; the plan of staff, leader rotation, positions movement for professional staff;
c) Guiding the appointment, recognition, re-appointment, re-recognition of the principal of vocational college, vocational secondary school and director of vocational centre. Submitting to the body of authority for recognizing the Board of Directors, the Principal of private vocational colleges across the country;
d) Deciding the receiving, transferring, rotating, appointing,  firing, recruitment exam and increase in salary level, emulation and rewarding, punishment toward staff under General Directorate of Vocational Training; Coordinate with the Office to provide regulation and organize the implementation of activities of emulation and rewarding relating to vocational managerial staff;
đ) Guiding and implementing annual assessment of staff of the units under General Directorate of Vocational Training in accordance with regulation;
e) Recommending staff for business trip, study overseas in accordance with General Directorate of Vocational Training’s scope of power;
g) Performing statistics of staff working in the units under General Directorate of Vocational Training; managing staff records by levels.
h) Developing programs, measures to organize the implementation of public administration reform of administrative organizational structure and innovating, increasing quality of staff working in the units under General Directorate of Vocational Training.
6. On activities relating to protection of domestic politics:
Study, submit to Director General and organize implementation of:
a) Guide and organize the implementation of activities relating to protection of domestic politics within the units under General Directorate of Vocational Training;
b) Develop the portfolio of secret documents of the sector as assigned in accordance with state regulation
c) Supervising delegation of Vietnamese managerial staff and vocational teachers assigned to go on business trip overseas and foreign delegation of vocational staff assigned to go on business trip to Vietnam.
7. On activities relating to training:
Study, submit to Director General and organize the implementation of:
a) Regulation on sending Vietnamese people overseas for vocational training and foreigners into Vietnam for vocational training.
b) Regulation on developing and synthesizing planning, plan of training for staff involved in vocational management at the Ministries, sectors, localities, vocational training institutions;
c) Guiding, inspecting the development and implementation of programs, contents of training for staff involved in vocational management. Organizing professional training for staff involved in vocational state management in the Ministries, sectors, localities and staff who manage vocational training institutions;
d) Selecting and recommending staff under General Directorate of Vocational Training for participating in trainings of professional skill, politics, language, computer literary, international integration domestically and internationally;
đ) Inspecting, supervising the units under General Directorate of Vocational Training’s compliance with regulation on sending staff overseas or within the country for professional training, study.
8. Develop plan and inspect activities relating to organization, personnel and training of the units under General Directorate of Vocational Training.
9. Guide the developing and inspecting of implementation of operation regulation of the units under General Directorate of Vocational Training
10. Guide, inspect the regulation on sending Vietnamese people overseas for vocational training and foreigners into Vietnam for vocational training.
11. Coordinate with the Office to perform statistics, collection of information and developing database of vocational training institutions; on quantity, quality, organizational structure relating to staff involved in state management of vocational training and staff who manage vocational training institution; synthesize, make reporting on issues relating to training, using of vocational managerial staff.
12. Involve in propaganda, dissemination, education of law for staff assigned by General Directorate of Vocational Training
13. Perform international cooperation assigned by General Directorate of Vocational Training.
14. Perform other duties assigned by Director General.
